How to Use the UAE Import Duty Calculator

This free tool calculates the total landed cost of importing goods into the UAE — including customs duty, VAT, excise tax, and all handling fees. Whether you are a business importing commercial shipments or an individual bringing in personal goods, here is how to use it:

  1. Select your product category. Click one of the 25 category cards — from electronics and clothing to tobacco and fresh produce. Each card auto-fills the correct customs duty rate based on the UAE/GCC Common Customs Tariff. If your product does not fit a listed category, select "Other / Custom Rate" and enter the rate manually.
  2. Enter your shipment value. Choose the origin — International, GCC Country (zero duty with certificate), or Free Zone to Mainland. Then enter your product cost (FOB price), shipping/freight charges, and insurance. These three form the CIF value that customs uses as the taxable base. Select your invoice currency if not in AED.
  3. Toggle VAT registration status. If you are VAT-registered, the tool shows how much import VAT you can recover through your quarterly VAT return. If not, the VAT becomes a final cost — and the tool suggests checking if registration would benefit you.
  4. Add optional costs. Enter customs clearance agent fees, port handling charges, and local transport costs to get the full picture of your total landed cost — not just the taxes.
Pro Tip from Ankit The number one mistake importers make is calculating duty on the product price alone. UAE customs charges duty on the CIF value — which includes shipping and insurance. On a AED 100,000 shipment with AED 8,000 in freight and insurance, you pay duty on AED 108,000, not AED 100,000. That is an extra AED 400 in duty that catches people off guard. Always calculate CIF first.

The Complete Guide to UAE Import Duties and Customs Taxes

The UAE is one of the largest trading nations in the world, processing over $400 billion in international trade annually. Its customs system is designed to be business-friendly — with a low standard duty rate, efficient digital clearance, and extensive exemption categories. But understanding the full cost structure before importing is essential for accurate pricing, margin calculations, and compliance.

The UAE Customs Duty Structure

The UAE follows the GCC Common Customs Tariff, standardising duty rates across all six Gulf Cooperation Council member states. The vast majority of goods attract the standard 5% customs duty on CIF value — significantly lower than most global markets.

The Tax Layering: Duty, Excise, Then VAT

Layer 1: Customs Duty — calculated on CIF value. Most goods 5%.

Layer 2: Excise Tax — only tobacco, energy drinks, sugary drinks. On CIF value, added on top of duty.

Layer 3: Import VAT — 5% on cumulative value (CIF + duty + excise). VAT is charged on the duty-inclusive amount.

For standard goods without excise, the effective total tax rate is approximately 10.25% of CIF value. Use our UAE VAT Calculator for standalone VAT calculations.

Worked Example Importing AED 100,000 of electronics with AED 7,000 freight and AED 1,000 insurance. CIF = AED 108,000. Customs duty at 5% = AED 5,400. VAT at 5% of (108,000 + 5,400) = AED 5,670. Total taxes = AED 11,070. Add clearance fees (AED 500), port charges (AED 300), and transport (AED 800) = Total landed cost: AED 119,770. Effective tax rate on product cost: 11.1%.

Exemptions and Duty Reductions

Approximately 31% of all UAE imports qualify for exemption or reduction. Key categories: GCC-origin goods with certificate (zero duty), free zone duty suspension (re-exports pay nothing), industrial exemptions for factories, personal effects for new residents, and Free Trade Agreements with India, Indonesia, and Israel.

Practical Tips to Reduce Import Costs

Classify goods accurately — the HS code determines your rate. Negotiate shipping — lower freight = lower duty since it is CIF-based. Consider free zones for re-export businesses. Register for VAT if eligible — recovers the 5% import VAT. Use certificate of origin for GCC and FTA countries.

Free Zone Advantage Companies in JAFZA, DMCC, IFZA can import raw materials duty-free, manufacture products, and re-export without ever paying customs duty. If your business involves distribution or re-export, a free zone setup can eliminate import duty entirely.

Frequently Asked Questions — UAE Import Duties

What is the standard customs duty rate?

5% of CIF value for most goods. Tobacco 100%, alcohol 50%, essential items (produce, medicine, baby food) 0%.

How is customs duty calculated?

On CIF value (product + freight + insurance). Example: AED 50K goods + AED 3.5K freight + AED 500 insurance = AED 54K CIF. At 5%: AED 2,700 duty. Then 5% VAT on AED 56,700 = AED 2,835. Total: AED 5,535.

What goods are exempt from duty?

Fresh produce, grains, baby food, medicine, medical equipment, educational materials, personal effects. GCC-origin goods with certificate (40%+ local materials). About 31% of imports qualify.

Do I pay VAT on top of duty?

Yes. 5% on duty-inclusive value. VAT-registered businesses recover it via VAT return. Non-registered pay it as final cost.

What is excise tax?

Extra tax: tobacco/e-cigs 100%, energy drinks 100%, sugary drinks 50%. On CIF, before VAT. A AED 10K energy drink shipment = AED 500 duty + AED 10K excise + AED 1,025 VAT = AED 11,525 total taxes.

How do free zones affect duties?

Duty-suspended on arrival. Only payable when transferring to mainland. Re-exports: zero duty ever. Ideal for distribution, manufacturing, and re-export.

Are GCC-origin goods exempt?

Yes with valid certificate and 40%+ local raw materials. Simply routing through GCC does not qualify — must be genuinely manufactured there.

What is CIF value?

Cost + Insurance + Freight. UAE customs taxes this total, not just product price. AED 100K product + AED 8K freight/insurance = duty on AED 108K, not AED 100K.

What documents for customs clearance?

Commercial invoice, packing list, bill of lading/airway bill, certificate of origin, import permit if needed, UAE trade license, customs code. Prepare before goods arrive. Dubai Customs averages 4-hour clearance.

What is total landed cost?

Product + freight + insurance + duty (5%) + VAT (5% on duty-inclusive) + clearance AED 300-800 + port AED 200-500 + transport. Standard goods: ~10-12% above product price. VAT-registered: ~5-7% (VAT recoverable).
