Understanding construction costs in Dubai has historically required either expensive consultant reports or guesswork based on contractor quotes that vary wildly. This tool changes that by putting official government data directly in your hands. The Dubai Statistics Center publishes quarterly data tracking 28 building stages, 24 construction materials, and 13 product categories — and we've embedded all 12,296 data points spanning from 2012 to Q1 2025 into this calculator.

How Much Does It Actually Cost to Build in Dubai?

The answer depends entirely on what you're building and to what standard. A standard-finish villa runs AED 600–1,000 per square foot, a premium villa AED 900–1,500, and a luxury villa can exceed AED 3,500 per square foot. Apartment fit-outs range from AED 150 for basic renovations to AED 600 for complete premium transformations. Commercial projects sit between AED 200–900 per square foot depending on whether you're fitting out an office or a retail space.

These base rates are then adjusted by the Construction Cost Index. As of Q4 2024, the index sits at 107.88 for residential buildings — meaning overall construction costs are approximately 7.9% higher than the 2013 baseline when the index was established. For context, the index was at 93.42 in late 2015 (costs had actually fallen), then surged to 100.69 by end of 2018, dipped back to 98.26 during the COVID-era slowdown in 2020, and has been climbing steadily since.

Where Does Your Money Actually Go?

The DSC breaks construction costs into four main categories, each with official weight percentages. Labor and wages make up the single largest component at 40% of total cost — this is why construction costs rarely decrease even when material prices drop, because worker wages almost never go down. Finishing works account for 36.3%, covering everything from paint and tiles to electrical, plumbing, AC, and kitchen cabinetry. Structural construction works represent 21.4%, including foundations, concrete, steel superstructure, block work, and waterproofing. Site preparation is just 2.25% of total cost.

Within the finishing category, the cost distribution is revealing. Air conditioning alone represents 6.2% of total project cost — the largest single finishing item, reflecting Dubai's climate reality. Electrical works account for 5.6%, floor and wall tiles 4.8%, internal plumbing 4.7%, metal fittings (doors, windows, railings) 2.4%, and paint 2.4%. Lifts are only 0.78% for buildings that require them, and communications/IT infrastructure is just 0.17%.
